The study aims to construct and validate a scientific and local scale to measure the reasons for the reluctance of students graduating from the College of Physical Education and Sports Sciences to referee basketball. The researcher used a descriptive approach, and the questionnaire targeted a random sample of 162 students graduating from the College of Physical Education and Sports Sciences at the University of Duhok. The scale's items were statistically analyzed using the Statistical Package for Statistics (SPSS). The results of the analysis showed that the scale enjoyed a high degree of reliability (α = 0.87) and good internal consistency. Discriminant validity analyses also demonstrated the ability of the scale's items to discriminate. The analyses and results indicate that the scale is a scientific tool suitable for field use to understand the reasons for the reluctance of students graduating from the College of Physical Education and Sports Sciences to referee basketball. It is recommended that it be used in other similar research for the purpose of benefiting from it.
