The purpose of this paper is to determine the level of disciplined and committed behavior among leaders in managing Scout troop groups within the Scouting environment, from the perspective of Scout troop members, identify the internal and external factors that influence the disciplined and committed behavior of leaders in Scout troop groups, and study the impact of disciplined and committed behavior among leaders on the success of Scouting activities and the efficiency of performance in Scout troop groups. The researcher used the descriptive survey method, as it is the most appropriate method for the nature of the research problem. The research Community and Sample: One of the important priorities that must be addressed in scientific research and carefully selected to suit the procedures is the community and its samples. Therefore, the research community was determined from members of the Scout groups in Baghdad. Their number exceeded (173) Scouts, distributed among the six Baghdad education directorates of the First, Second, and Third Karkh Education Directorates, and the First, Second, and Third Rusafa Directorates. This was to assess the disciplined and committed behavior of leaders in the Scout groups. (8) Scouts were selected for the pilot experiment, (70) Scouts were selected to construct the scale, and (86) Scouts were selected for the main experiment. One of the most important results reached by the researcher is that: Scout leaders possess a high level of scouting values in their disciplined and committed behavior. Commitment to Scouting values ranked first, reflecting the extent to which leaders adhere to the fundamental principles of the Scouting movement, and scout leaders demonstrate a high commitment to administrative and organizational policies and regulations, demonstrating their awareness of the importance of following the laws and directives governing Scouting work. One of the most important recommendations recommended by the researchers is that: Leadership training programs for Scout leaders should be strengthened by developing training curricula that contribute to enhancing personal discipline and commitment to Scout values through practical situations and challenges, and it is recommended that a guidebook be prepared that includes Scout values and organizational regulations and distributed to leaders to ensure clarity on the required standards and behaviors and to reinforce their commitment to them.
